Because a DNS TXT record is only one of several ways Google lets you verify a site. Search Console also accepts an HTML file upload, a meta tag, Google Analytics, or Google Tag Manager — none of which show up in DNS. So finding a google-site-verification record is a strong clue a property exists, but not finding one doesn't prove there isn't one. That's why this tool reports a signal, not a verdict.
